    Vis a vis your discussion about the use of the National Guards it seems to me the order of use would logically be:

    Local law enforcement

    State law enforcement

    National guard activated by state

    Federal troops

    National guard from other states

    If a governor does not deem it necessary to activate his national guard and is not being asked to by law enforcement the idea that the president can do so seems like an obvious overreach.
