題目：根據現行考銓法令，請分析若機關欲採行「彈性用人」策略，補充編制內公務人員缺額時，應遵守的規定與作法。
當機關編制內公務人員出缺時,可透過公務人員考試及格分發、専門職業及技術人員轉任、指名商調、指名對調及職務遷調等多元方式，彈性從公務體系内外市場中補實人力。茲分述如下:
(一)由公務體外補充缺額
1、公務人員考試及格分發任用
按公務人員考試法第6條及第21條規定,公務人員考試分高等、普通及初等者試,又為因應特殊性質機關需要及保障身心障礙者及原住民族就業權益,得舉辦特種考試；各等級考試正額錄取者,依序分配訓練,訓練期滿成績及格依序分發任用。因此,可藉由考選方式補充缺額。
2、専門職業及技術人員轉任公務人員
按専門職業及技術人員轉任公務人員條例規定,機關得進用符合法定資格的專技人員為公務人員,惟應轉任與其考試等及相同、類科與職系相近之職務為限,其進用的職缺與名額依公務人員考試情形而定。

老師您好，我是今年有購買函授的學生，其中課程有聽不懂之處希望老師能幫忙解答。
課程中有關「官等職等併立制的議題」提到「職務列等不斷調高，成為攀逐官位的工具」，您舉的例子中（考試院的編制表）：人事室的科員為委任第五或第六至第七職等，員額3位；專員為薦任第七至第九職等，員額2位。上課時老師說其中有2位科員保證能原地升級為專員，繼續依考績升至第九職等。
但我不理解之處在於：即使科員已達七職等，但專員的員額畢竟也才2位，如果原先專員的人沒有調動其職位，那科員如何有位子向上晉升為專員，這樣不是會使專員超出編制變成3位，而科員變成2位？
